Paul Bernd Spahn is
professor emeritus of Goethe University, Frankfurt am Main, Germany.
After retirement in
2005 he served as Macro Fiscal Advisor to the Minister of Finance and
Treasury of Bosnia and Herzegovina, and became the founding Executive
Director of the House of Finance in Frankfurt.
Professor Spahn obtained his doctoral degree in
economics at the Free University of Berlin. Before
taking
office at the Goethe-Universität
he worked at the German Institute of Economic
Research (DIW) in Berlin, at
Harvard University
in Cambridge, at the Australian
National University (ANU) in Canberra and at
the Organisation for Economic Cooperation and Development
(OECD) in Paris.
He was visiting professor in Canberra (Australian
National University), Lyon (Université Lumière),
London (London School of Economics), Valdivia
(Universidad Austral de Chile), Perth (University
of Western
Australia), Mexico City (Instituto Autónomo
de México)
and Christchurch (University of Canterbury).
Professor Spahn holds, or held, consultancies
with numerous research institutes in Europe and
overseas, and he has worked with international
organizations such as the International Monetary
Fund, the World Bank, the United Nations, the Economic
Commission for Latin America and the Caribbean,
the European Commission, and the Council of Europe.
He has widely published in scholarly and policy-oriented
journals, lectured in many countries and provided
expert advice to more than seventy governments and parliaments
worldwide.
